Implementing the 2030 Agenda for Sustainable Development will require countries to adapt global targets of the Sustainable Development Goals (SDGs) and incorporate these into national planning processes, policies and strategies. The convergence of Lao PDR’s national planning process with the SDG launch and 2030 agenda has provided the Government the opportunity to integrate the SDG agenda into its Eighth National Socio-Economic Development Plan (NSEDP) 2016-20.
The UN in Lao PDR is supporting the Government and its development partners, in continuing to incorporate the SDG agenda into national development goals, targets and indicators. This report was developed to enhance the effectiveness of the NSEDP and to lay a solid foundation for achieving the SDGs and includes:
(i) a Monitoring and Evaluation (M&E) framework with accompanying guidelines for monitoring progress towards NSEDP goals and targets, including graduation from LDC status;
(ii) localized SDG indicators by development of a list of SDG indicators adapted to Lao PDR’s context;
(iii) analysis of the Government’s management and use of data for policy and programmes and recommends actions to strengthen systems for monitoring the NSEDP and SDGs and;
(iv) a review of Millenium Development Goal progress, identifying key issues for support in moving forward with SDGs, to contribute to Government’s efforts to set baselines for SDG implementation.
